Human Resource Generalist

Background

         Works under general direction of the HR/OD Director

         Working closely with Operations, performs routine and some complex professional duties requiring independent judgment and coordination of many HR- related functional areas

Tasks

         Staffing

o   Recruit qualified applicant pool of adequate size for job opening(s), work with managers to define candidate qualifications, identify source(s) and implement recruitment plan (such as writing and placing ads, coordinating job fair activities)

o   Perform duties related to applicant processing and screening (initial screening and reference/ background checking, evaluation of qualifications with respect to specifications, substantive structured interviewing, employment eligibility)

o   Administer appropriate standardized tests and recommend qualified candidates to respective departments for more detailed assessment

o   Ensure that recently hired employees have adapted successfully

         Employee Relations

o   Initiate and/or implement internal operating procedures in accordance with established rules and regulations; recommend and develop new or revised procedures

o   Perform public contact duties involving collection, verification and/or dissemination of the HR-related information (such as providing interpretations of policies and procedures, benefits rules and/or performance evaluation advice) that may require the extensive knowledge and application of policy to individual cases

o   Recommend appropriate changes in HRM systems and processes to promote greater efficiency, cost savings, or other benefits to Organizations

         Benefits

o   Manage enrollment process for new and existing employees

o   Investigate and/or resolve routine benefits to Organization

         Training

o   Participate in career development issues, discussing career paths with line managers and recommending suitable candidate for promotion

o   Help develop and modify training programs

o   Present "off-the-shelf" programs

         Administration

o   Monitor, evaluate and maintain position and job series profile information

o   Assist in data collection procedures, prepare and analyze reports such as salary survey data, hiring data, training needs assessment or benefits usage, costs of employee benefits proposals, and past, current or future issues and demands

o   May perform duties related to development, maintenance and/or analysis of existing HRIS

o   Compose correspondence requiring knowledge and interpretation of policies and procedures

         May perform duties as assigned to next lower level position in the series

Specifications

         BS in Human Resource Management or a closely related field. A Master's degree in HRM or a closely related field may be substituted for the one (1) year required experience listed below

         One (1) year of progressively more responsible work experience and/or on-the-job training that provided knowledge of generally accepted principles, theories and practices used in human resource management

         Knowledge of:

o   Human resource practices and procedures (Broad level)

o   Federal, state and local laws, rules and/or regulations affecting HR administration (Broad level)

o   Mathematics (Basic level)

o   Office methods and procedures (Broad level)

o   MS Office and Lotus Notes software package

         Ability to:

o   Work independently with sound judgment

o   Direct the work of others

o   Communicate effectively, orally and in writing, with a wide variety of people

o   Multi-task and work with frequent distractions

o   Understand and interpret written procedures and guidelines

o   Assist in formulation/revision of HR policies and procedures

o   Operate electronic and/or standard office equipment

o   Maintain confidentiality

         Skill in:

o   Organizing, analyzing and interpreting data

o   Project management

o   Customer service and dealing with a wide variety of people at all levels
